Gas Meter Relocation who should pay?

Recently purchased a home gas meter faulty located in driveway unsafe location. Called advised National Grid inspector informed that meter needed to be relocated and upgraded / replaced. Received visit by NG stating that if I need to relocate meter or get potential fine? Soon after received a bill and instructions that they aren’t responsible for repairing any excavations done on my property? I can understand the cost of the plumber. Its there faulty equipment placed in a unsafe area by them or prior company should the homeowner be liable for the cost of relocation under these circumstances, any opinions
