Where can I find a record of all the recipients of the Roosevelt Medal for workers on the Panama Canal?

The medals were minted from copper and bronze salvaged from excavation equipment abandon by the French who sold the project to the Americans in 1903, due to bankrupcy.
Each medal supposedly had the name of the recipient inscribed on it. There were thousands issued. There must be a written record of names for the recipients in existence somewhere.

Here’s a link to a nice summary of the little dig from the Smithsonian. The second link is to the Library of Congress, which has a quarter-million papers from the Theodore Roosevelt presidency. Perhaps it is at one of these two, but you may have to go in person to look.
